उत्तर:
बादशाह ने युवक को पंद्रह रुपयों के वेतन पर अपने निजी कार्यालय का चपरासी नियुक्त किया | मंत्री बहुत दुःखित हुआ। युवक को कार्यालय में छोड आया | वह युवक तो अपने बादशाह की सेवा करने का मौका दिलाने से बहुत खुश हुआ | वह कार्यालय तो धूल से भरा था। तब युवक ने लगातार कई दिनों तक उस कार्यालय को साफ़कर उसका रूप ही बदल डाला। उसे शाही कार्यालय के रूप में बदल दिया। कार्यालय की छोटी कोठरी की सजावट भी बढिया फ़र्नीचर और चित्रादि लगाकर कर दी।

युवक ने अपना स्थान स्वयं कैसे बनाया?
उत्तर:
एक बादशाह रहता था । उसे एक अच्छे आदमी की ज़रूरत हुई । मंत्री जी ने उसके लिए एक युवक को लाया था । बादशाह ने उसे अपने कार्यालय के चपरासी पद दिया | महीने को 15 रुपये वेतन देने का निर्णय किया ।
उस युवक के लिए बादशाह की सेवा करने का अवकाश ही वेतन से बडा है । वह ईमानदारी से काम करता था । वह बादशाह के कार्यालय को लगातार काम करके शाही कार्यालय के रूप में बदल दिया।
कार्यालय में पडे हुए रद्दी लिफ़ाफ़ों को जड़े हुए रत्न तथा सोने की पच्चीकारियाँ बेचकर अच्छी फ़र्नीचर और चित्रादि लाकर कार्यालय को सजाया । बाकी रुपये खजाने में जमा कर दिया |
सारे मंत्री उनसे ईर्ष्या करने लगे | उसके बारे में बादशाह को ग़लत शिकायतें देने लगे | वह हर हमेशा ईमानदारी ठहरने लगा | इस बार युवक वित्तमंत्री बना ।
एक बार बादशाह ने सारे मंत्रियों को एक आधी रात को दो बजे को जैसे के वैसे अपने कमरे में लिवा लाया । तो कुछ मंत्री नशे में थे | कुछ चौपड़ खेल रहे थे । तो वित्तमंत्री कागज़ देख रहा था ।
उसे पूछने पर मालूम हुआ कि सिर्फ एक पैसा राज-कर के रूप में वसूल किये धन कमी है तो वह बार-बार देख रहा है । वह बादशाह के पैसे को इनकार करके कहा कि इसके लिए अधिकारियों को पूछताछ करना है । नहीं तो अधिकारियों में अलसत्व आजायेगा । इससे बादशाह उसकी प्रशंसा करके अपने प्रधानमंत्री पद पर नियुक्त किया । इस तरह युवक ने अपना स्थान स्वयं बना लिया।

Once there lived an emperor. One day he told his minister that he needed a good and honest person. After searching for many days, the minister found such a person. The minister assured that he would give the person a job and promotion as well if he left his present job. Promised so, the minister took him to the emperor. But the emperor forgot about that thing. Then the minister told the emperor that the young man had given up a lucrative job for working there. The emperor offered the young man to work as a servant in his office for fifteen rupees salary per a month.
The minister became upset. Then the young man agreed to work there saying that it was his luck to get an opportunity to serve the emperor. He felt happy and thanked the minister. When he found the office of the emperor dusty, he cleaned it for many days and made it look beautiful.
There was a coterie in the office. The young man found a number of covers on the name of emperor that had been received a long time ago. Some of them were embedded with gold and gems. Those covers were from other emperors, rich people and zamindars inviting the emperor to attend the auspicious programmes such as marriages etc. The young man toiled hard and separated the gold and diamonds from the covers and sold them in the market. He got a lot of money. With some amount he bought expensive furniture and beautiful paintings. He deposited the rest of the amount in the government’s treasury. He got receipts wherever he sold and purchased.
Now that place was really bright with royal grandeur. Noticing this, some of the courtiers complained to the emperor against the young man. The emperor got angry and went to him immediately. He was surprised to see the office. He shouted at the young man as to whose money he spent for the decoration.
The young man narrated all the story. The treasury officer gave witness for all the transactions the young man had done. The emperor felt happy and recruited him as a finance minister. The other ministers grew envious of him and kept on complaining against him every time they met the emperor.
One night when it was 2 a.m, the emperor called his commander of the army and ordered him to make all the ministers present before him instantly. Soon they were present before the emperor. At that time seven out of eight ministers were in inebriated position. Some of them were gambling. But the finance minister was verifying some papers seriously in the light of a lamp. All the other ministers felt ashamed. Then the emperor asked the finance minister what he was verifying at 2 a.m. The finance minister replied that he found one paise less from the tax amount paid that year when compared to the previous year’s tax amount. He told the emperor that he was verifying whether he had gone wrong in calculation.
The emperor got annoyed, took out a paise from his pocket and cast it before the finance minister. The finance minister refused it obediently and said if he didn’t ask the officers about the paise, they might be lenient and get misbelief about him.
The emperor was very much pleased with his honesty. He appreciated the young man and recruited him as his Prime Minister.

ఒక చక్రవర్తిగారున్నారు. ఆయన ఒక రోజున తన మంత్రిగారితో నాకొక మంచి మనిషి కావాలి మీకు తెలిసినవారు ఎవరైనా ఉంటే తీసుకురండి అని చెప్పెను.
చాలా రోజుల తర్వాత వెతకగా వెతకగా మంత్రికి ఒక మనిషి మంచివాడనిపించెను. ఆయన తన ఉద్యోగం వదలి వచ్చినచో దానికంటే మంచి ఉద్యోగం ఇప్పిస్తానని పదోన్నతి కల్గిస్తానని మాట ఇచ్చి అతణ్ణి చక్రవర్తి వద్దకు మంత్రిగారు తీసుకువచ్చిరి. చాలా సమయం వరకు చక్రవర్తికి తను చెప్పిన మాట గుర్తుకురాలేదు. ‘ఆ, అవును. ఆ సమయంలో నా మనస్సులో ఏదో విషయం ఉన్నది. కానీ ఇప్పుడు ఏమీ లేదు” అని చక్రవర్తి పలికెను.
అప్పుడు మంత్రిగారు, “నేను ఇతడిని వేలమందిలో ఎంపిక చేశాను. ఇతను ఒక పెద్ద ఉద్యోగం వదలి ఇక్కడకు వచ్చాడు. ” అని చెప్పెను. అది విన్న చక్రవర్తిగారు “సరే నీవు ఇంత చెబుతున్నావు కాబట్టి ఇప్పుడు నా వద్ద ఏమీ పని లేదు అయినా నా కార్యాలయంలో నౌకరుగా ఇతడిని ఉంచుకుంటాను. నెలకు పదిహేను రూపాయలు వేతనం” అని ఆలోచించి మరీ చెప్పిరి.
మంత్రిగారికి చాలా చెడుగా అనిపించింది. అప్పుడు ఆ యువకుడు “నాకు చక్రవర్తిగారికి సేవ చేయు అవకాశం రావడమే అన్నిటికంటే పెద్ద వేతనం” అని చెప్పి నౌకరు పనికి ఒప్పుకొనెను. మంత్రి అతనిని అతని కార్యాలయం వద్ద వదలడానికి వెళ్ళగా అక్కడ దుమ్ము, ధూళి ఆవరించియుంది. చక్రవర్తిగారు ఎప్పుడైనా అక్కడికి వెళ్ళి ఏదైనా పని చేస్తేనే కదా. మంత్రిగారికి బాధ కల్గింది. కానీ ఆ యువకుడు చాలా సంతోషాన్ని వ్యక్తపరిచెను. తనకు మంచి స్థానం లభించినందుకు ఆ యువకుడు మంత్రిగార్కి కృతజ్ఞతలు కూడా తెలియజేసెను. అతడు చాలా రోజుల వరకు ఆ కార్యాలయాన్ని శుభ్రం చేసి చక్రవర్తిగారి కార్యాలయ రూపాన్ని తెచ్చెను.
ఆ కార్యాలయంలో ఒక చిన్న కోటరీ ఉన్నది. ఆ యువకుడు దాన్ని పరిశీలించి చూడగా చాలా సం||ల క్రితం చక్రవర్తిగారికి అనేక కవర్లు వచ్చినవి. వాటిలో బంగారం మరియు రత్నములు పొదగబడిన కవర్లు కలవు. ఈ కవర్లన్నీ వివాహాది శుభకార్యాలకు చక్రవర్తిగారిని ఆహ్వానిస్తూ ఇతర చక్రవర్తులు మరియు ధనవంతులు – జమీందార్ల నుండి వచ్చినవే. ఆ యువకుడు శ్రమించి ఆ కవర్ల నుండి బంగారం, వజ్రాలను వేరుచేసి బజారులో అమ్మి వేసెను. దీనివల్ల ఎన్నో వేల రూపాయలు లభించినవి. వాటి నుండి కొద్ది రూపాయలతో ఖరీదైన ఫర్నీచరును మరియు చిత్ర పటాలను కొనెను. మిగతా డబ్బును ప్రభుత్వ ఖజానాకు జమ చేసెను. అతడు వస్తువులను ఎక్కడ అమ్మినా, ఎక్కడ కొన్నా రెండిటికీ రశీదులు స్వీకరించెను.
ఇప్పుడు ఆ ప్రదేశం నిజంగా రాజఠీవితో ఉన్నది. దీన్ని చూసిన కొంతమంది రాజోద్యోగులు చక్రవర్తిగార్కి అతనిపై డబ్బులు దోచుకుంటున్నాడని ఫిర్యాదు చేసిరి. ఒకరోజు చక్రవర్తిగారు కోపంతో ఆ యువకుని వద్దకు వెళ్ళి ఆ ప్రాంతాన్ని చూసి ఆశ్చర్యపోయెను. ఆయన పెద్ద గొంతుతో ఈ అలంకారం అంతా నీవు ఎవరి డబ్బుతో చేశావ్ ? అని అడిగెను.
ఇక్కడి డబ్బులతోనే ప్రభూ, అని పాడయిపోయిన కవర్ల కథ చెప్పెను. అంతేకాకుండా వస్తువులను కొన్న తర్వాత మిగిలిన డబ్బులను ఖజానాలో జమ వేసినట్లు ఖజానాధికారి ద్వారా సాక్ష్యం కూడా ఇప్పించెను. చక్రవర్తిగారు సంతోషించి ఆ యువకుడిని రాజ్యానికి ఆర్థికమంత్రిగా నియమించెను. అది తెలిసిన రెండవ మంత్రి చాలా బాధపడెను. అతడు అవినీతి పనులు చేయడు, ఇతరులను చేయనివ్వడు. మంత్రులెవరైనా చక్రవర్తి వద్దకు వెళ్ళినప్పుడు ఏదో ఒక వంకతో ఆ యువకుని మీద ఫిర్యాదులు చేయసాగిరి. ఆ యువకుణ్ణి రాజుగారి దృష్టిలో చెడుగా చూపాలని, వారి ప్రయత్నము.
ఒకరోజు రాత్రి 2 గంటలకు చక్రవర్తి తన సేనాపతిని పిలిచి “మన మంత్రుల ఇండ్లకు వెళ్ళి వారిని ఏ పరిస్థితుల్లో వున్నా, ఎట్లా ఉన్నవారిని అట్లా ఇక్కడకు తీసుకురండి. అర్థమైందా నా ఆజ్ఞ ? ఒకవేళ ఎవరైనా మంచంపై నిద్రిస్తున్నా వారిని ఆ మంచంతో సహా తీసుకురావాలి. ఎవరైనా తివాచీపై కూర్చుని పచ్చీసు ఆట ఆడుతున్నట్లయితే వారిని తివాచీతో సహా తీసుకురావాలి” – అని చెప్పెను.
కొంచెం సమయంలోనే చక్రవర్తిగారి పెద్ద గదిలోనికి అందరూ (మంత్రులందరూ) తీసుకురాబడిరి. ఎనిమిది మంత్రుల్లో ఏడుగురు మత్తులో ఉన్నారు. వారిలో కొందరు జూదము ఆడుతూ ఉన్నారు. ఆర్థిక శాఖామంత్రి బన్నీ ధరించి ఒక నాల్గు కోళ్ళ బల్లపై కూర్చుని దీపపు వెలుగులో ఏవో కాగితాలను పరిశీలిస్తూ ఉన్నాడు. మంత్రులందరూ చాలా సిగ్గుపడిరి. అప్పుడు చక్రవర్తి ఆర్థికమంత్రిని “మహాశయా ! రాత్రి 2 గంటలకు తమరు ఏ కాగితాన్ని చూస్తున్నారు ? (చదువుతున్నారు ?) అని అడిగెను. దానికి ఆర్థిక మంత్రి “ప్రభూ ! పోయిన సంవత్సరం ఇక్కడికి దూరంగా ఉన్న ఇలాకా నుండి వచ్చిన పన్నుల కంటే ఈ సంవత్సరం వసూలైన పన్నుల్లో ఒక్క పైసా తక్కువ వచ్చింది. కూడిక ఎక్కడైనా తప్పేశానా లేదా నిజంగా ఒక్క పైసా పన్ను తక్కువగా వసూలైందా ? అని మళ్ళీ మళ్ళీ చూస్తున్నాను.” – అని చెప్పెను.
చక్రవర్తి తన జేబులోనుంచి ఒక పైసా విసిరివేసి, “ఇదిగో తీసుకో, ఇప్పుడు లెక్క సరిచేసి వెళ్ళి హాయిగా విశ్రాంతి తీసుకో.” అని చెప్పెను. దానికి ఆర్థిక మంత్రి వినయంగా తిరస్కరిస్తూ “ప్రభూ పైసా నేను కూడా ఇవ్వగలను. కానీ పైసా ఏమైందో దాని గురించి అడక్కపోతే అధికారుల్లో అలసత్వం ఏర్పడుతుంది, అపనమ్మకం ఏర్పడుతుంది” అని చెప్పెను.
చక్రవర్తి చాలా సంతోషించి అతనిని (ఆ యువకుడైన ఆర్థికమంత్రిని) తన ప్రధానమంత్రిగా నియమించెను.
